Who doesn’t pay federal taxes?

46% of households did not pay any federal income tax in 2011. Most of them worked and paid payroll taxes, though. While the poorest taxpayers have a negative federal income tax burden, they pay a higher percentage of their income in state, local and other federal taxes.
