A United Nations Security Council diplomat has said North Korea has carried out a nuclear test. That came after the Vienna-based Comprehensive Nuclear-Test Ban Treaty Organization said it detected an “unusual seismic event” in North Korea, following weeks of speculation that a test was imminent. Pyongyang had informed Beijing and Washington of its plans to carry out the test, according to South Korea’s Yonhap News Agency.
