I know the founding team of Ocean Coin and they have to work with the Palau Government as well as entire teams of people to coordinate anti-over fishing vessels. On top of this, sensors break, and aren’t infallible. Another challenge that would need to be overcome would be detecting and deterring people who might actually come in to tamper or poach or whatever use case bad behavior would be.

Several things have been done by most environmental control agencies and the progress so far as being less than 10%. Blockchain technology being a very discrete and decentralized system sounds like a fair chance to find people contributing to this menace and bring them to justice. It is also important to know that blockchain would also have their negativities and whatever situation that would be encountered should be treated carefully and in fact, factors like people's literacy should be considered. A nice topic with a wonderful content.
