    Jurisdictional laws are enforced upon inhabitants inside of jurisdictional boundaries with law breakers receiving punishment for their offence/offences as the lawmakers of the area of jurisdiction previously established. This is the system for crimes that break current laws of which are physically committed inside the jurisdiction that was previously established and assumed understood by anyone residing inside of the area of jurisdiction. The jurisdiction involved with the World Wide Web should be viewed differently as the participant is part of a digital global network. A globally understood set of laws and punishments needs to be established and enforced to ensure the future and longevity of the World Wide Web. Once the standard of law and punishment is set, all physical jurisdiction enforcers of the law will aid in Justice being served to the World Wide Web lawbreaker(s).

    I could continue to build this system as I see fit but that isn't what I want. I'm wanting to see the viewpoints of others and if there may even be more simple and efficient ways of approaching this problem. I am pretty sure that we need an understood standard. When you connect to the World Wide Web, ones fingerprint could be the signature that accepts the standard of laws. Completion of a test of the laws would be required to enter the level of access desired. Lower levels of access would have less laws but the extent of use would be limited. The options to this type of system are endless and the time spent on this idea could probably end up in the same category.

    Input and ideas from any point of view would be helpful. Where I started from may be all wrong and I'm ok with that too. I just believe we can get all of this under control and make the World Wide Web a safe place for all ages. The amount of information should be available to anyone. Again I am looking at this from a helping hands viewpoint.
