At a press conference on Sept. 30, Philippines president Rodrigo Duterte compared himself to Hitler, saying he would ”be happy to slaughter” the country’s 3 million drug users. Since his inauguration on June 30, more than 3,100 people—most of them alleged drug users and peddlers—have been killed in police operations and vigilante killings.
