“The India-Canada relationship is like a $20 bill on the floor—it’s waiting to be picked up, but no one has done so,” says Rohinton Medhora, president of the Centre for International Governance Innovation, Waterloo, Canada. Medhora and Mumbai-based geoeconomics think tank Gateway House did, and the first India-Canada Track 1.5 Dialogue began in Ottawa on Oct. 30.
As the newest global commons, cyberspace is anarchic in nature, with no formal comprehensive governance framework. The interconnectedness of cyberspace, the low cost of launching a cyber attack, and the invisibility of cyber, makes it difficult to pinpoint the perpetrator with certainty. This is currently the great challenge to the global security establishment’s traditional notions of deterrence. Cyber attacks are on the rise, and now the dominant focus for international security, since the distinction between state and non-state actors has blurred.
Across the world today, even as terrorist groups search for new technologies, new methodologies of operation, and newer sources of funding, their reliance on one traditional system remains unchanged—they still use hawala, an informal route of transferring money, to move and distribute funds to their cadres and sympathisers across the globe.
