Meta's newest recruits could lose their jobs once data center construction is finished. Nobody knows if they'll get hired anywhere else

Meta $META has found a shortcut around the years it normally takes to license an electrician. Through the company's America's Workforce Academy, which it announced in June, Meta flies recruits to Louisiana, houses them, and trains them for five weeks. At the end of this crash course is the promise of a job. But it ends the day construction wraps on the site these recruits were hired for.
The $115 million program is even open to those who haven't worked in construction before. Graduates leave with two credentials — a National Center for Construction Education and Research certification known as NCCER and an America's Workforce Certificate — plus a standing job offer from one of Meta's contractors.
Rachel Peterson, Meta's vice president of data centers, describes the academy as proof of "the same ambition and long-term thinking we bring to the technology itself." Michael Bellaman, head of Associated Builders and Contractors, calls it "an innovative talent pipeline solution." Neither one seems to know whether any of Meta's graduates will find work once the job is complete.
Employers already pay apprentices to learn the electrical trade. A registered apprenticeship combines paid work with classroom instruction, and the U.S. Department of Labor says public funding under the Workforce Innovation and Opportunity Act can cover the classroom portion. The Electrical Training Alliance, jointly run by the electricians' union and the contractors' trade group, doesn't even rely on taxpayer money to run its programs. Apprentices still get a paycheck the entire time.
A union apprenticeship takes four to five years, and the journeyman license that follows lets an electrician work for any employer, on any kind of project, for decades. Meta's program takes just five weeks and produces a lesser NCCER credential that qualifies a worker for data center construction. It has never been tested outside of that function. Meta's graduates will be the first to find out whether other employers treat five weeks at Meta the same way they'd consider a four-year apprenticeship.
Other companies are spending comparable sums on skilled-trades programs without keeping the workers who come out of them. Google $GOOGL announced in April 2025 that it would back 100,000 electrical workers and 30,000 new apprentices through the Electrical Training Alliance. By June, Google.org had committed $50 million to the effort. Everyone who comes through the program is free to work for any employer in the country.
Meta breaks from both of those models. It bankrolls the program, shapes the curriculum with its own partners, and sends every graduate straight to a job on one of its own sites. Google and BlackRock hand a credential to the labor market and let it sort out who benefits. Meta keeps that decision for itself. It hasn't disclosed the pay range for any of its jobs, or what a trainee owes in exchange for training that costs them nothing upfront.
Teaching a worker a skill they could use anywhere is a strange investment for a company to make. In a competitive labor market, a newly skilled worker can simply take that expertise to a competitor paying more, walking off with what the company paid to build. Companies that make this investment anyway are betting they'll hold real leverage over the worker.
Economists Daron Acemoglu and Jörn-Steffen Pischke found that the company that trains these workers knows exactly how skilled each of them turns out to be, and because no rival employer has access to that information, a competitor can't offer a wage that reflects what the worker is actually worth. When fewer companies bid for workers, wages ending up staying lower for both trainees and experienced workers.
Meta doesn't need a non-compete clause or a training repayment agreement to benefit from this dynamic. U.S. states have started restricting how much employers can claw back in education costs, and federal regulators have flagged the risk to workers. Meta sidesteps all of it by charging nothing. Its graduates move to Louisiana for the program, build their professional networks around one company, and have five weeks of experience that only one employer has ever evaluated.
The electrician shortage that makes programs like Meta's worth the investment is severe. The Bureau of Labor Statistics projects about 81,000 electrician openings a year through 2034. OpenAI told the White House last October that its infrastructure plans alone would require roughly a fifth of all existing skilled-trade workers within five years. The industry can't fill what it needs, and one sector already wants a fifth of the few workers available.
If building a data center takes a huge crew, running one takes a fraction of that. Counties see construction employment jump 11% after winning their first data center, but permanent headcounts often dwindle over time, according to nonprofit think tank Brookings Institution. Most of the workers who build these sites aren't needed once construction ends.
Once Meta's site is finished, its graduates be in a similar position and have a five-week credential no employer outside the data center world has ever had to evaluate.
