President Donald Trump abandoned his plan to impose a 20% fee on cargo ships transiting the Strait of Hormuz on Tuesday, less than 24 hours after announcing it, saying Gulf states had offered to make large investments in the U.S. instead. The naval blockade on Iranian ports went into effect as planned at 4 p.m. ET.
