At a bilateral meeting on the sidelines of the NATO summit in Ankara, Turkey, this week, President Donald Trump announced that Kyiv would receive a U.S. license to produce Patriot air-defense interceptors, granting something Ukrainian President Volodymyr Zelensky had long been seeking.

According to the Guardian, Trump's announcement left considerable ambiguity about what exactly the license would cover — whether it applied to the batteries, the interceptor missiles, or the full system. Trump also indicated the U.S. could not quickly supply interceptors from its own stockpile, saying, "We have Patriots, but we don't have that many. We need them for ourselves too."
The announcement came as Ukraine faces a deepening shortage of interceptors. The announcement followed a grim disclosure from Ukraine's air force, which reported that a severe lack of interceptor missiles had left all 23 Russian ballistic missiles launched in a single overnight attack undefended against, resulting in more than 20 deaths, according to BBC News. Russia is capable of producing 60 to 65 Iskander ballistic missiles per month, according to The Wall Street Journal.
Experts and Ukrainian officials raised doubts about how quickly production could begin. Ivan Stupak, a military analyst and former security service officer, said in comments to BBC News that the sophistication of the technology placed domestic Ukrainian production out of reach for now, suggesting any facility would realistically have to be set up elsewhere in Europe with oversight.
According to The New York Times, Germany and Japan are the only other U.S. allies that hold comparable licenses, and both have fallen well short of the production pace Ukraine is counting on. A German facility authorized for Patriot production back in 2022 has not delivered even one interceptor to date. "A manufacturing license is not a quick fix," Satoru Mori, a professor of contemporary international politics at Keio University in Tokyo, told The Times. "It is an incredibly complex aerospace engineering feat."
