The administration says the voluntary framework, ordered by Trump in June, was completed by its deadline, but has declined to share its contents publicly

A White House official confirmed to CNBC that the administration will bring together AI companies at a staff-level meeting Tuesday to go over a framework, recently finalized, that sets out how the government will assess the cybersecurity capabilities of cutting-edge AI models.
The framework was ordered by President Donald Trump in a June executive order and was completed by its deadline, according to Axios. The administration has not disclosed what the framework contains, who has reviewed it, or when companies will begin using it. "Just because things are unclassified that doesn't mean we are going to broadcast them to everyone," a White House official said.
Anthropic, OpenAI, and Google $GOOGL are expected to attend Tuesday's meeting. A White House official said the administration has been working with a broader group of industry partners beyond those three companies. The three labs provided feedback on a draft of the framework in the lead-up to the deadline, according to Axios.
At its core, the framework provides AI developers with a defined process for working with the government to figure out whether the models they are currently building would fall within the review's scope. It is expected to detail the obligations around confidentiality, cybersecurity, insider risk, and intellectual-property protection that companies would face during a government review window of as many as 30 days ahead of a model's public launch. The framework should also identify which trusted partners will receive early model access.
The executive order treats both the methodology used to benchmark advanced AI cybersecurity capabilities and the cutoff that determines which models trigger the review as classified information. Those details will be shared with AI developers and researchers only as appropriate.
Tuesday's meeting arrives at a moment when companies want to know sooner rather than later whether the products they have in the pipeline will be subject to the new rules.
The administration's relationship with frontier AI labs has been turbulent in recent months. The Trump administration asked OpenAI to stagger the rollout of its GPT-5.6 model to a limited set of government-approved partners rather than the general public, and the government has intervened in model access decisions more broadly. Separately, the administration has been working with companies including Anthropic and OpenAI after moving to exert greater control over which entities can access the most powerful AI models, drawing pushback from policymakers and AI safety advocates who have called for more transparency in how the government governs frontier AI.
